[HANOI] WORKSHOP – TRAINING ON APPLYING FIRE SAFETY REGULATIONS AND STANDARDS Session 1 – Organized in the Northern Region
To support businesses and organizations in implementing new regulations and standards in the field of Fire Prevention and Firefighting (PCCC), on March 24, 2023, at the Fire Fighting University (243 Khuat Duy Tien Street, Thanh Xuan District – Hanoi), the Vietnam Fire and Rescue Association (VFRA) in collaboration with the Fire Prevention and Control Police Department (C07) – Ministry of Public Security organized a workshop and training on the newly issued and effective Fire Safety Standards and Regulations related to the PCCC sector, including:
– QCVN 03:2021/BCA – National technical standard on fire-fighting vehicles.
– QCVN 06:2022/BXD – National technical standard on fire safety for buildings and structures.
– TCVN 3890:2023 – Firefighting – Firefighting vehicles for buildings and structures.

Overview of the workshop – training program
Participation in sharing, disseminating, and addressing information related to the aforementioned standards and regulations involves experts and researchers from the Firefighting and Rescue Police Department (C07) of the Ministry of Public Security, as well as the Institute of Building Science and Technology (IBST) under the Ministry of Construction. Additionally, over 500 delegates representing organizations, businesses, investors, and individuals engaged in the field of Firefighting, Fire Prevention, and Rescue (PCCC) & Search and Rescue (CNCH), or related fields in the northern region, were also in attendance.
Mr. Nguyen Do Tung Cuong, Chairman of the Association, delivered a speech at the seminar.
Speaking at the seminar, Mr. Nguyen Do Tung Cuong, Chairman of the Vietnam Fire and Rescue Association (VFRA), stated that firefighting, rescue, and disaster relief efforts have always been a matter of concern for the Party and the State, especially given the context of socio-economic development, urbanization, and increasing population density in urban areas.
As the first and only professional social organization with legal status in the field of firefighting, fire prevention, rescue, and disaster relief nationwide, the Vietnam Fire and Rescue Association operates on a non-profit basis and without commercial purposes. It is under the state management of the Ministry of Home Affairs and the Ministry of Public Security. One of the main functions of the Association is to collaborate with the Ministry of Public Security in implementing programs to disseminate, popularize, educate on laws, and provide knowledge about firefighting and rescue regulations to the public and businesses, regarding the legal provisions on fire safety.
“The Vietnam Fire and Rescue Association, along with experts, organizes seminars and training sessions to guide the new points and regulations of newly issued standards in fire and explosion safety for civil and industrial works. This helps manufacturing and business establishments, as well as individuals, gain a better understanding and proactively apply measures to ensure safety in their production and daily lives. Additionally, through these seminars and training programs, the Association will also gather and consider opinions from businesses to assist state management agencies in enhancing the legal system, standards, and technical regulations related to firefighting, fire prevention, rescue, and disaster relief,” emphasized the Chairman of the Association.

Colonel Bui Quang Viet – Deputy Director General of the Firefighting and Rescue Police Department (C07) under the Ministry of Public Security, affirmed: In recent times, the firefighting and rescue police force has gradually been restructured in terms of organization, apparatus, and investment in facilities, equipment, and vehicles. However, alongside the achieved results, the work of firefighting, rescue, and disaster relief still faces certain limitations. There have been numerous significant fire incidents causing severe damage to both people and property, impacting security, public order, business operations, investment environment, and the daily lives of citizens.
Colonel Bui Quang Viet also pointed out the main reasons such as: Misunderstanding and lack of awareness among organizations and individuals regarding fire prevention and firefighting laws, as well as the national standards and regulations related to firefighting and rescue operations. There are also cases where deliberate non-compliance, driven by cost-cutting motives for projects or constructions, has led to violations of regulations on fire prevention and firefighting.
At the seminar, various booths were set up to showcase their products and services.
During the event, experts provided guidance to businesses on key aspects of the newly issued and effective standards in the field of fire prevention, firefighting, and rescue operations. Discussions also took place regarding the new and noteworthy aspects of these newly issued standards and regulations, in comparison to the old ones. Delegates attending the seminar and training session actively contributed their opinions, shared experiences, advantages, challenges, and raised questions related to the implementation of standards and regulations in their respective organizations and businesses. Additionally, they raised issues relevant to the practical application of these standards and regulations in real business operations, seeking direct answers from the experts. This event provided an opportunity for regulatory agencies and businesses to exchange ideas, grasp the current situation, engage in discussions, and address the existing challenges in the realm of firefighting. It aims to contribute to the effective execution of fire prevention and firefighting activities, ensuring compliance with legal regulations.

Colonel, Doctor, Pham Van Nam – Vice Rector of the Firefighting University (under the Ministry of Public Security), emphasized: “Firefighting and rescue work have been and are being cared for by the Party, the State, and the People. It is organized and has achieved positive results, contributing to ensuring national security, order, social safety, and serving the socio-economic development of the country. The organization of workshops and training sessions to guide the application of general national standards for Firefighting and Rescue, as well as national standards for fire safety for buildings and structures, national technical standards for Firefighting Vehicles, standards for Firefighting Vehicles for buildings and structures, is extremely necessary at the present time.”
